RPRA ruling is,In the event of any pigeon(s)escaping, convoyer must seek his/her Organisations official regarding emergency action to be taken.
this,in my opinion should be the ruling of all organisations ,as the convoyer should not be able to decide ,it should be down to the race officials and race cotrollers
if an escape takes place some organisations insist on the birds being rerubbered this requires the birds id rings being recorded and the new rubber recorded against that bird . the rule applying to ets birds as per SHU AS follows quote in the event of an escape, where required, ETS birds must have their official Union ID Ring Number recorded unquote
the same procedure would be accepted for non ETS after all that is the guarantee that these are the birds competing in that particular race and that is the important requirement.
in an escape a method should be adopted by the the organisers to ensure that escapees could not qualify for positions in that particular race.
Maybe they should have liberated the rest of the birds as soon as they seen the birds escape the driver said he counted 12 birds flying round but can he be sure

The Gypsy incident happened to the NW Combine birds a few years back, the convoyers were theatened, and the "hedgehog eaters", actually took birds out of the baskets for their Rosie Lea, no doubt.
should stamp all the birds left on the transporter
that's they way chuck all the remaing bird's should be stamped with the feds' stamp or a stamp only known to the sec ,,, this happend a few years ago in the worcester fed and all winning bird's should be varified ,,
