The 'file too big' will refer to the size in megabytes of the file.
If you've got a photo editing program; open the photo in that, and use the resize function - photos need not be more than 600 pixels wide for the web (digital cameras often take them with widths of 1,000-2,000+ pixels). Then use the 'save for web' or 'save as' function and make sure its saved as a 'jpg', 'jpeg' and compression of something around 80.
